NCSP Hosts High-Level Chinese Delegation to Strengthen Nigeria-China Cooperation on Governance and Public Sector Reform

Abuja, Nigeria – June 26, 2025
In a move to deepen strategic collaboration between Nigeria and China, the Nigeria-China Strategic Partnership (NCSP) welcomed a delegation from the Central Party School of the Communist Party of China (CPC) to Abuja this week. The high-level visit focused on bolstering ties in governance, public sector reform, strategic planning, and investment.

The Chinese delegation was led by Professor Gong Weibin, Vice President of the Central Party School, and included senior officials from key departments within the institution. Also present was the Chinese Ambassador to Nigeria, H.E. Yu Dunhai.

Director-General of NCSP, Mr. Joseph Tegbe, extended greetings on behalf of President Bola Ahmed Tinubu, reaffirming Nigeria’s commitment to the One China Policy and a shared vision for sustainable development. He emphasized Nigeria’s eagerness to build a forward-looking partnership rooted in mutual respect and strategic cooperation.

Tegbe cited Nigeria’s recent participation in major China-Africa forums such as the Forum on China-Africa Cooperation (FOCAC) Inter-Ministerial Meeting and the China–Africa Economic and Trade Expo. He praised China’s leadership in South-South cooperation and described President Xi Jinping’s Ten Partnership Action Points, unveiled at the 2024 FOCAC Summit, as a comprehensive guide for aligning national development priorities.

Highlighting bilateral economic initiatives, Tegbe applauded China’s zero-tariff policy for 53 African countries, calling it a transformative measure for enhancing trade and competitiveness across the continent. He also spotlighted Nigeria’s strategic focus on agricultural value chains and ongoing collaborations with Chinese automotive manufacturers.

In his remarks, Professor Gong expressed gratitude for Nigeria’s warm welcome and praised the country’s vibrancy, diversity, and potential. He provided insight into the Central Party School’s expansive role in shaping China’s governance architecture. With over 3,600 branches and a faculty of more than 100,000, the institution serves as a central training ground for Chinese civil servants and party leaders.

Professor Gong underscored the School’s four core functions: leadership training, ideological research, local-context social science development, and policy advisory. He noted that many faculty members occupy senior government positions and recalled that President Xi Jinping once served as the School’s principal.

He also acknowledged the School’s longstanding interest in international cooperation, noting that several Nigerian officials have benefitted from its training programs. Professor Gong extended a formal invitation to the NCSP team to visit Beijing for deeper engagement and institutional exchange.

The meeting concluded with mutual commitments to fostering cultural understanding and policy innovation. Tegbe described the engagement as timely, aligning with Nigeria’s ongoing reforms in public service delivery. He reaffirmed NCSP’s dedication to expanding people-to-people ties, institutional partnerships, and collaborative learning between both nations.
